Title: Sounds of silence : what happened to the U.S. Environmental Protection Agency's hazardous waste recycling program reform?

Abstract

This article traces the EPA's project of hazardous waste recycling program reform and explores the potential reasons for its breakdown. Part I provides a snapshot of the current regulatory framework for hazardous waste recycling. Part II overviews driving forces behind regulatory reform processes. Part III describes the evolution of the various phases of EPA's recycling reform attempts. Finally, Part IV presents findings and perspectives.
