Nuclear future
Government and industry have committed South Carolina to a central role in nuclear energy development. Nuclear plants or nuclear-related industries in South Carolina either completed or being developed include: the Allied General nuclear fuel reprocessing plant at Barnwell; the Chem Nuclear low-level waste storage facility in Barnwell; the Westinghouse fuel fabrication plant in Columbia; a proposed nuclear fuel refabrication plant at Anderson; five nuclear power stations; the Savannah River Plant; and a nuclear submarine facility at Charleston. Townsend Belser, formerly an engineer in the Navy's nuclear submarine program, now leads the effort to block the opening of the Allied General reprocessing plant at Barnwell. The U.S. is presently without reprocessing, and without it, the next stage in nuclear energy--the breeder program--cannot advance. The demonstration plant being built in Oak Ridge, Tennessee, has problems. Belser maintains that environmentalists have not stalled nuclear development, but the industry itself has caused delays with its mistakes. Some testimony by environmentalists is reviewed regarding the safety assurance of nuclear power. The government's ruling on the safety of plutonium has also been delayed. Belser also is of the opinion that the energy crisis would not have occurred had it not been for nuclear energy. He maintains nuclear energy drained research monies, leaving none for solar energy research and clean energy from coal. (MCW)
