Title: Wet flue gas desulfurization systems; State-of-the-art designs for the 1990s

The Clean Air Act Amendments (CAAA) of 1990 are based on a free market approach to sulfur dioxide (SO{sub 2}) compliance. This legislation has already had a significant effect on utility units governed by Phase I of the CAAA emission reductions which will take effect on January 1, 1995. The subtle ripples from this legislation will continue to provide an ever widening circle of changes and challenges for utility owners, architect-engineers (AE), and equipment suppliers. The philosophy of specifying, evaluating, designing, building, and operating flue gas desulfurization (FGD) systems has already changed and this change can be seen in Phase I facilities. This paper will illustrate how the ramifications of this free market approach have influenced critical design decision for Phase I FGD systems and how Phase II facilities and beyond may be affected.
