Part 2 of the hearing record covers the testimony of representatives of the General Accounting Office, DOE, the Petroleum Industry Research Foundation, and members of Congress on the future of the strategic petroleum (SPR) and the naval petroleum reserves (NPR). At issue was the Administration's plans to discontinue filling the SPR at the half-billion barrel mark raise and sell the NPR. Among the concerns under considerations was the adequacy of the reserves, the opportunity to buy petroleum for the reserves at a time when oil prices are low, and the opportunity to raise needed cash with a sale. Debate centers on financial and national security issues.
