Cool Water Coal Gasification Program: Environmental Monitoring Plan, (4th) Quarterly report, October 1 through December 31, 1988
The Energy Security Act of 1980 established a program to provide financial assistance to private industry in the construction and operation of commercial-scale synthetic fuels plants. The Cool Water Coal Gasification Program is one of the four projects awarded financial assistance. The Program agreed to comply with existing environmental monitoring regulations and to develop an Environmental Monitoring Plan incorporating supplemental monitoring in the areas of water, air, solid waste, worker health and safety and socioeconomic impacts during the period 1984-1989. As the first commercial-scale integrated gasification combined-cycle plant for generating energy from coal, the plant is designed to process a variety of coals with no liquid discharge, produce non-hazardous solid wastes, and produce very few air emissions. Monitoring data are to provide an information base for evaluating plant operations and for establishing information on environmental uncertainties associated with replication of synthetic fuels facilities.
