Title: Controlling boiler emissions

Abstract

This paper reports that if you are confused about how to interpret the Clean Air Act Amendments of 1990, you are not alone. The massive document runs several hundred pages and consists of 11 titles, each addressing a different aspect of air quality. In some cases, specific emissions levels are established; in others, they are left to the discretion of state and local governments. In many ways, the impact of the CAAA right now is no impact. But now is not the time for plant engineers to play any waiting games. The annual cost of complying with the comprehensive environmental legislation is estimated at $4 to $7 billion. Despite the ambiguity and uncertainty, one conclusion appears clear: control of emissions, especially nitrogen oxides, from all types of boilers and process units can be expected to become more stringent. More and more equipment and industries will fall under the regulations as they are implemented by the Environmental Protection Agency (EPA). An newly available and improved strategies and technologies will make it more and more difficult to circumvent the law.
