Maine and New Hampshire area contingency plan
The Area Contingency Plan (ACP) describes the strategy for a coordinated Federal, State and local response to a discharge or substantial threat of discharge of oil or a release of a hazardous substance from a vessel, offshore facility, or onshore facility operating within the boundaries of the area of responsibility for Captain of the Port, New York. This plan addresses response to an average most probable discharge, a maximum most probable discharge, and a worst case discharge including discharges from fire or explosion. Planning for these three scenarios covers the expected range of spills likely to occur in this area. For purposes of this plan, the spill scenarios are based on the best historical data available.
