The National Defense Authorization Act for Fiscal Year 1994, Public Law 103-160, Title XVII, Chemical and Biological Weapons Defense, section 1703, directed the Secretary of Defense to submit an assessment and a description of plans to improve readiness. The DoD objective is to enable our forces to survive, fight and win in NBC contaminated environments. Discussed are new management objectives impacted by declining resources and force structure versus an ever changing threat environment.
