Title: Two-stage equilibration in high energy heavy ion collisions

Using the (lowest-order) perturbative QCD, we argue that high energy heavy-ion collisions proceed via two stages: {ital equilibration} {ital of} {ital gluons} takes time {tau}{sub {ital g}}{similar to}1/2 fm/{ital c}, while {ital production} {ital and} {ital equilibration} {ital of} {ital quarks} needs time at least {tau}{sub {ital q}}{similar to}2 fm/{ital c}. If so, the initial gluon plasma is much hotter than usually estimated, {ital T}{sub {ital g}}{similar to}400 MeV, which leads to enhanced charm production and significant modifications of other proposed signals.
