This paper reports that the National Pollutant Discharger Elimination System (NPDES) now includes what the Environmental Protection Agency (EPA) considers a major source of pollution for surface waters: stormwater runoff. The original Water Pollution Control Act provided the EPA with the authority to control stormwater discharges conveying pollutants into United States waters as far back as 1972.
