Title: Implementation of effective quality systems for hazardous waste management services

Many quality system references discuss strategies for ensuring continuous improvement in product quality for the manufacturing industry. What about the hazardous waste management industry? Although documentation on quality strategies for service industries is available, information on implementing effective quality systems for the hazardous waste management industry is fairly limited. The focus of this paper is on the implementation of quality systems for hazardous waste management services. The implementation of quality systems for hazardous waste management services requires an understanding of the integral and often complex interactions that comprise operational activities. Problems with implementing quality strategies generally occur due to ``force fitting`` a set of criteria inappropriate for the quality objectives established by the organization and the client. The common sense approach presented in this paper should result in environmental quality systems capable of achieving internal and external client satisfaction while attaining corporate and client service requirements. It parallels the Plan-Do-Check-Act (PDCA) cycle used for process improvement initiatives, and can be applied to small, mid-sized, and large hazardous waste management projects or organizations. This approach can be used either to design a quality system or to revive an existing one. It will be assumed that management is totally committed to a sound quality philosophy. Without management support, no quality system will be effective.
