The Energy Security Act of 1980 established a program to provide financial assistance to private industry in the construction and operation of commercial-scale synthetic-fuels plants. The Cool Water Coal Gasification Program is one of the four projects awarded financial assistance. As the first commercial-scale integrated gasification combined-cycle plant for generating energy from coal, the plant is designed to process a variety of coals with no liquid discharge, produce non-hazardous solid wastes, and produce very few air emissions. A Monitoring Review Committee (MRC) comprised of participants from DOE, EPA, and California Energy Commission, meets with the Program annually to discuss monitoring activities and review environmental and health-monitoring information to determine any significant trends or patterns on pollutant releases. Results of the third annual MRC meeting held November 6 and 7, 1986 are presented.
