The Oil Pollution Liability and Compensation Act of 1986 consolidates and improves existing federal law. The Act clarifies definitions and conditions for liability either on the high seas, at offshore facilities, or in port or onshore facilities. It also sets liability limits for vessel or facility owners, with such limits subject to periodic adjustment, and defines the uses of the fund established to pay claims. Sections of the bill describe procedures for litigation, jurisdiction and venue and interaction with state and local laws. Title II contains conforming amendments affecting the Trans-Alaska Pipeline Fund, the High Seas Act, Clean Water Act, and the Deepwater Port Act. Title III covers international conventions and the International Fund.
