Its purpose is to help State water quality program managers understand the application of total maximum daily loads (TMDLs) through and integrated, basin-wide approach to controlling point and nonpoint source pollution. The document describes the steps that are involved in identifying and prioritizing impaired waters and developing and implementing TMDLs.
