The promise of regional coordination and power planning

The electric utility industry has pervasive regulation. Practitioners in the field of electric utility regulation have traditionally concentrated their attention on regulatory control and oversight at federal and/or state levels. However, a third focal point must now be considered - transmission system planning and integration. The most recent evidence of this is the appearance of Regional Transmission Groups (RTG). This article briefly describes some of the forums in which regional coordination/regulation is occurring, and then focuses on the promise of RTG and the challenges inherent in RTG development.
