The analytical methods used by many chemical process industries to estimate fugitive emissions assume a worst-case scenario. These methods ignore the efforts made by operators to reduce emissions. This article discusses the need for a program to develop and implement a fugitive-emissions survey of all equipment components, and to determine actual emissions at a given site. The responsibilities of the project manager and other team members are outlined. Repeating the onsite emissions monitoring program at site-specific intervals will help operators to validate previous findings and evaluate the plant's progress in reducing process emissions
