Title: Dam safety program spared; dam safety act extended

Before leaving office, President Bush signed a bill that included funding of $612,000 to continue the Federal Emergency Management Agency's Dam Safety Program for the fiscal year that ends September 30, 1993. This amount includes funding for Association of State Dam Safety Officials programs. Bush signed the bill October 6, despite his administration's earlier attempt to terminate the program. Loss of funding for the 1993 fiscal year could have proven devastating to state dam safety programs, as states take their lead from the federal government. Ninety-five percent of the nation's dams are regulated by state dam safety programs, including 2,500 unsafe, high-hazard dams. Funding for the federal program was included in the Veterans Administration, Housing and Urban Development, and Independent Agencies Appropriations Bill (HR 5679). The appropriation included approximately $250,000 to renew a research grant ASDSO will use to fund its popular public awareness workshop program, regional technical seminars, and annual research projects. In addition to urging Congress to fund FEMA's Dam Safety Program, ASDSO is pursuing a long-term plan to see that new federal dam safety legislation is authorized. The 102nd Congress chose not to revise existing dam safety legislation and instead passed a watered-down version of the Water Resources Development Act of 1992, extending the Dam Safety Act of 1986 from 1992 to 1994.
