Title: Murphy Hill: is it the wrong plant at the wrong time by the wrong agency

Critics of the Tennessee Valley Authority's (TVA) plans to build a coal-gasification plant in Murphy Hill, Alabama claim that it is not appropriate to TVA's mission, that it would not fit readily into the power grid, and that it would be financed with appropriations rather than revenues or outside loans. Chairman S. David Freeman responds that the agency's efforts to find and demonstrate new technologies that can use eastern coal make the plant a logical next step in the national policy of 1979 giving top priority to synthetic fuels. Information about the project was slow to emerge, opening it up to charges of being a pork-barrel project. (DCK)
