Vessel traffic services - New York harbor big picture'
Support for vessel traffic services (VTS) in US ports increased dramatically in the wake of the Exxon Valdez oil tanker accident. It is estimated that 90% of all marine accidents are caused by human failure and most of these occur in harbors or their approaches from sea. The first US Coast Guard VTS established in the post-Valdez era, VTS New York, now enjoys broad based support from its users and local congressional sponsors.It is the most technologically advanced system in North America, with additional upgrades planned. Prior to the Valdez accident, New York VTS struggled through disagreements with contractors, legal disputes with local residents fearing electromagnetic radiation, and lackluster user support. When recommissioned in 1990, remote equipment included 3 radars bundled together into a network, 2 communication sites, and 9 CCTV cameras at 4 sites located strategically throughout the port to provide nearly complete surveillance. Recent expansion into the seaward approaches to New York effectively doubled the VTS area of operation.
