As of January 1, 1985, the requirement on the part of covered utilities to issue Residential Conservation Service (RCS) Program announcements terminated. In light of this situation, the Department was interested in updating the evaluation of the RCS Program that was performed in 1983. This document reports the most up-to-date information on the overall effects of the Residential Conservation Service (RCS) Program on residential energy conservation.
