Opportunities for cooperative programs

External pressures from the marketplace and regulatory agencies will encourage utilities to work more cooperatively with their largest customers on mutually beneficial issues. This article suggests that a knowledge of utility avoided costs and their use in determining the value of demand-side management (DSM) measures will enable large customers to negotiate custom incentives for cooperative programs resulting in reduced demand on the utilities' systems that will position the utility more advantageously in the coming competitive arena.
