Increasing competition in gas markets coupled with a gas surplus has yielded a series of new market patterns resembling activity in the commodities business. Innovative trends in the marketing and transportation of natural gas have, however, been hindered by the industry's struggle to accommodate both its regulated monopoly and competitive enterprise aspects. This concluding installment of a two-part article examines the unique nature of the spot market for gas, highlights sharply divergent concerns over supply risk, and comments on problems with proposed load retention programs in this period of instability. Can such a mixed system achieve a satisfactory equilibrium. The author describes the possibilities.
