This report summarizes propagation modeling work for predicting communication-system performance in disturbed nuclear environments. Simple formulas are developed that characterize the onset of scintillation, the coherence time of the scintillation, the coherence bandwidth loss and associated delay jitter, plus the angle-of-arrival scintillation for radar applications. The calculations are based on a power-law phase-screen model, and they fully accommodate a varying spectral index and arbitrary propagation angles relative to the principal irregularity axis. In a power-law environment, the signal structure is critically dependent upon the power-law index, particularly under strong-scatter conditions.
