Abstract

On January 20 and 21, 1981, the East Coast Offshore Spill Countermeasures Seminar was held in St. Johns, Newfoundland. The purpose of the seminar was to discuss the present state of the art of technology for responding to offshore oil spills, and to determine the need for new and innovative oil spill clean up techniques. The major conclusions and recommendations concerning physical and chemical countermeasures, and surveillance and tracking during offshore oil spills are summarized.

The Canadian east coast offshore area remains a bright spot in an otherwise depressed drilling market. Activity there has slowed only off the Newfoundland and Labrador coasts because of ongoing government disputes over ownership, resource management, and revenue sharing. Nova Scotia's offshore area is a prolific gas source, with development awaiting a suitable market. Exploration is just beginning in the promising offshore Arctic areas. The Beaufort Sea could hold some 9 billion bbl of oil and 112 trillion CF of gas; the high Arctic area, 8-10 billion bbl and 100 TCF.

Hibernia Management and Development Company Ltd. (HMDC) was formed in 1990 by a consortium of oil companies to develop their interests in the Hibernia and Avalon reservoirs offshore Newfoundland in a safe and environmentally responsible manner. The reservoirs are located 315km ESE of St. John`s in the North Atlantic. The water depth is about 80m. The entire Hibernia field is estimated to contain more than three billion barrels of oil in place and the owners development plan area is estimated to contain two billion barrels. It seems most of the world is cooperating in the construction of one of the largest offshore oil platforms ever built. Steels are coming into Newfoundland, where final assembly is being conducted, from Belgium, Italy, Germany; stainless steels from Sweden; and titanium from the US. Welding electrodes are being shipped in from Montreal, from Holland, even from Cleveland. The Louisiana Gulf Coast includes the 38 S. parishes of Louisiana and 16 continental shelf areas offshore. Oil and gas are produced from strata ranging in age from Cretaceous to Pleistocene. There were 2,505 exploratory and development wells drilled in 1968, an increase of 394 from the previous year. Of the 801 exploratory wells, 21% were successful. Discovery of 26 new fields (17 onshore and 9 offshore) was made in 1968.
