Reliable estimates of the total quantities of sensitive materials in place are necessary in order to assess the potential costs of materials damage due to air pollution and acidic deposition. Because of the large geographic areas of interest and the amount of detail required to capture the most sensitive materials, and because materials are not distributed randomly or uniformly, a stratified sampling design is required, and the results must be extrapolated to provide estimates for an entire metropolitan area. This paper describes methods developed to estimate the distribution of materials in place in the Northeastern US for use with the NAPAP materials damage assessment.
