The purpose of this study is to determine the feasibility of constructing hydropower facilities at Lock and Dam no. 8, located on the Mississippi River, near La Crosse, Wisconsin. Several alternative powerhouse schemes were investigated. The 8.75 megawatt, 10-unit plant indicated in the 1981 reconnaissance is now considered economically infeasible. Two alternate developments using tubular generating units were selected for this new study. Because of relatively low overhead, the powerhouse costs are proportionally high and project feasibility falls below unity.
