Guide to coal contracts 1989
The material in this book derives from the Public Utility Regulatory Policies Act of 1978 (PURPA) and Federal Energy Regulatory Commission (FERC) Form 423 data. PURPA requires FERC to monitor every two years the fuel-purchasing practices of those utilities under PURPA jurisdiction - that is, those utilities producing electricity for wholesale distribution. This includes most investor-owned utilities in the U.S. In addition, FERC requires all utilities to report monthly fuel purchases on Form 423's. The first section covers investor-owned utilities' contracts in effect during the period 1986-1987 and gives for those years the f.o.b. mines and delivered prices, contract specifications, quality as delivered, contract signature and expiration dates, the means and cost of transportation, names of the coal seam, and leaseholder and owner of mining equipment. The second section contains limited information on utilities not covered by PURPA. This section, based on summaries of FERC Form 423 data provided by RDI Inc.'s COALDAT Marketing Report, includes contracts in effect at the end of 1987 for 49 municipals and cooperatives and the Tennessee Valley Authority.
