Title: Altruism, politicians and polluters

An analysis of the Udall/Cheney Bill (H.R. 5370), which amends the Clean Air Act to deal with the problem of acid rain, examines its methods and weaknesses. The bill creates a program to eliminate 11 million tons of sulfur dioxide particulate emissions, but two of the three alternative plans ask for altruistic action from either politicians or polluters, which is unlikely. The final alternative is dependent upon the existing State Implementation Plan (SIP) procedures, which have been ineffective. Modifications to give the regional approach more teeth and better funding, a revision of the SIP procedures, and a lowering of smoke stacks would remedy some of the problems with the bill.
