Buying a better environment: cost-effective regulation through permit trading

Proceedings from a conference on transferable discharge permits (TDP) held in Wisconsin focus on the Great Lakes system and the concept of applying market mechanisms to environmental regulation. The conference involved policy planners, agency administrators, economists, engineers, attorneys and institutional experts, and practitioners representing both industrial dischargers and regulators. The issues include the definition of pollution rights; their spatial variability; distributional matters relating to permit issuance, trading and benefit accounting; and stochastic quantities to be considered in demand for the use and response of the environment. Following the keynote address, there are four papers on air, five on institutions and markets, four on water, and a review of the discussions and summary on the conference. 224 references, 24 figures, 39 tables.
