Planning for the renewed expansion of nuclear electric capacity

This paper reports on the development program to define the characteristics of future advanced light water reactor (ALWR) power plants which has turned into a major program involving the participation and cost sharing of the Department of Energy, U.S. and international utilities through the Electric Power Research Institute, and the reactor manufacturers and architect/engineers. The status and goals of the program were presented. NPOC is a body of top executives in the nuclear industry who establish industrial policies pertinent to the industry. The committee reviewed the ALWR Program and endorsed it, but recognized that if only technical development was pursued, no future nuclear power plant would be built since many institutional issues must be addressed as well. Therefore, an Ad Hoc Committee was established and charged to develop a strategic plan which, if successfully implemented, would result in the construction of standardized advanced light water reactor nuclear power plants in the United States which could be brought into service.
