Title: United Arab Emirates expansion curtailed but production still exceeds quota

This article reports that oil and gas activity in the United Arab Emirates has been hit be declining exploration, curtailed development schedules, and the shutdown of production facilities. But despite a mothballing program, production is still running way ahead of the quota set by OPEC for the UAE. According to OPEC's schedule, first half 1987 production should not have exceeded 902,000 b/d. And the increased quotas for the second half of the year would permit output to average 948,000 b/d. But production averaged 1.2 million b/d during the first half of the year, and there is no sign of a significant reduction. Rising output when most other OPEC members are attempting to discipline themselves stems from the failure of Abu Dhabi and Dubai to agree on how the quota should be split.
