Title: Continuous spectrum analysis: A new approach for analyzing alternatives

To support the new mission of environmental remediation of the Hanford Site, the US Department of Energy (DOE) is attempting to privatize environmental remediation activities under a Private Sector Participation (PSP) Initiative. Under this initiative, the DOE proposes to obtain a new steam supply as the first large-scale privatization project at the Hanford Site. This initiative creates new challenges and requires new approaches for complying with the National Environmental Policy Act (NEPA). A number of complicated problems have been encountered in the process of applying NEPA to privatization projects of this type. These problems occur because certain private sector constraints are inconsistent with a typical NEPA approach, which would generally involve preparing an analysis of a project based on actual proposals received from the bidders. Privatization constraints are accommodated and many problems are avoided if the NEPA analysis has been completed on or before receiving proposals from the bidders. For this approach to work, the NEPA analysis must be based on an evaluation of the impacts of proposals that are anticipated to be submitted by bidders, rather than on the actual proposals themselves. The bidders ar expected to return proposals for either coal or gas-fired plants, which may range anywhere from a small steam plant to a large cogeneration plant. Thus, the analysis must be designed to evaluate impacts over a wide-range of potential plants before the specific size and type of plants that will be proposed are known.
