Since rather comprehensive review articles were published about 10 years ago, this article describes some of the progress made in the field in the last 10 years. Emphasis of this review is on the nature of ionized and electronically excited states but is limited to features having some relevance to radiation chemistry. Some elementary concepts concerning the general nature of excited and ionized states are discussed. (BLM)
