The Black College satellite telecommunications network planning in support of energy-related collaborative research: Final report

Four interrelated phases constituted this 12-month effort: planning, system test, system shakedown and system implementation. Objective was to determine and test the most feasible satellite telecommunications network configuration in support of HBCU (historically black college/university) principal investigators conducting research in the energy sciences. This report outlines the accomplishments of that planning effort, indicates potential uses of the operational network and specifies resources needed to effectively mobilize widespread use of the system by HBCU scientists.
