Abstract

The purpose of this study was to develop an air-quality modeling methodology to simulate the impact of emissions from oil exploration and production activities in California coastal waters. The study included the collection of data in a field program and the analysis of the data to determine a relationship between Gaussian dispersion coefficients and overwater transport distance and meteorological variable observed near the source and the shoreline. A plume of sulfur hexafluoride (SF/sub 6/) and visible smoke was released from an offshore location in the Santa Barbara Channel during onshore flow conditions, and the dispersion of the plume was documented by measuring SF/sub 6/ concentrations at various distances downwind and by taking a variety of photographs. Experiments were conducted in the Santa Barbara Channel during two one-week period in 1986.

The Offshore and Coastal Dispersion (OCD) model has been developed for the Minerals Management Service (MMS) to determine the impact of offshore and onshore emissions from point sources on the air quality of coastal regions. Constructed on the framework of the EPA guideline model MPTER, the OCD model incorporates overwater plume transport and dispersion as well as changes that occur as the plume crosses the shoreline. The Offshore Coastal Dispersion (OCD) model was adapted from the EPA guideline model MPTER to simulate the effect of offshore emissions from point sources in coastal regions. Modifications were made to incorporate overwater plume transport and dispersion as well as changes that occur as the plume crosses the shoreline. Hourly meteorological data are needed from overwater and overland locations. For overwater dispersion, the turbulence intensities are parameterized from boundary layer similarity relationships if they are not measured. A virtual source technique is used to change the rate of plume growth as the overwater plume intercepts the overland internal boundary layer.
