Title: Should gas distributors trade futures

On April 3, 1990, the New York Mercantile Exchange began trading futures contracts on natural gas. Is this market something that regulated gas utilities should be involved in Do the potential benefits outweigh the possible costs and risks And if gas utilities are allowed to engage in futures trading, should state utility regulators place controls on how these markets are used This article reviews the economic rationale for futures trading and examines the options available to state regulators for dealing with futures trading by companies under their jurisdiction. It also looks at some of the precedents for restricting the futures trading activities of regulated companies.
