Abstract
This bill would amend the Federal Water Pollution Control Act to establish a no-overall net-loss policy for wetlands in the United States, to provide for differential levels of protection for wetlands based on their acreage, function, and value, to reform procedures for issuance of permits for discharge of dredged or fill material into navigable waters, and for other purposes. Various sections cover such things as findings; definitions of wetlands; regulations and exemptions; State conservation plans; protection programs; waste water treatment; mitigation banks; protection of property rights; advanced identification and prior notice; and Federal agency policy and initiatives.
