This was a hearing on the offshore oil and gas industry before a subcommittee of the Committee on Government Operations House of Representatives, 97th Congress on Jun 7, 1982, in New Orleans, Louisiana. The American Petroleum Institute testimony included: (1) directions from the United States Geological Survey and the United States Coast Guard operating under various memoranda of Understanding; (2) APF safety standards and practices; and (3) personnel competance. API felted that a safe and productive environment and equipment was provided. A representative of Industry and Government Relations of Rowan Companies, Inc. concluded that workplace safety on the OCS is an area of concern, but not one easily improved by legislation or detailed regulation. Work on the OCS appeared no more hazardous than in similar industries ashore. A summary of Federal OCS oil and safety record was presented. The offshore operators committee also presented a report.
