Technical guidance on the review and use of coal sampling and analysis (CSA) data
This document provides technical guidance to EPA's regional offices and State and local control agencies on the review and use of coal sampling and analysis (CSA) data in monitoring the compliance status of Subpart D boilers burning compliance coal and other large boilers which are not presently using SO/sub 2/ Continuous Emission Monitoring Systems (CEMS) nor submitting SO/sub 2/ Excess Emission Reports (EERs). The guidance is not applicable when the CSA method is specified as the emission compliance, alternative emission compliance, or sulfur-in-fuel compliance test method. The guideline describes specific forms and calculation methods to convert the source's coal sampling and analysis data into SO/sub 2/ EERs.
