This paper discusses the historical development of the US railroad industry and the regulation of this industry. It presents this regulatory background to show how the Staggers Act of 1980 has helped revitalize the railroads by deregulation and allowing them to compete with barge and truck traffic. It also discusses the impact it has on coal producers and consumers.
