The Energy Security Act of 1980 established a program to provide financial assistance to private industry in the construction and operation of commercial-scale synthetic fuels plants. The Dow Syngas Project design has a high-temperature entrained-flow slagging type gasifier, which began operating in 1987. Dow agreed to comply with existing environmental regulations and to develop an Environmental Monitoring Plan (EMP) incorporating supplemental monitoring in the areas of potential environmental and health concern, relative to synthetic fuels facilities. The two phases of monitoring in the EMP will test parameters of interest for air, water and solid waste for establishing a data base of information useful for resolving environmental uncertainties relative to replication of synthetic fuels plants.
