Title: Overview of enhanced oil recovery in Alberta and new government policies

Alberta has a history of employing methods of fluid displacement to improve oil recovery that covers 3 decades. From this early beginning, which saw an emphasis on the research and application of waterflooding stimulus, the industry in this province turned to the development of technology that would enable tertiary, or third stage, additional oil recovery. The Alberta government undertook to provide a fiscal regime that would foster these efforts. This led to the adoption, in 1977, of an amendment to the Petroleum Royalty Regulations under which the costs of these expensive recovery techniques could be applied against the revenues from an oil pool prior to assessment of royalty liability. With this additional stimulus, the industry was able to both continue with and develop new projects for the miscible displacement of residual oil, primarily by hydrocarbon injection. The original relief mechanism was revised in 1982 to allow higher allowances for capital write-offs and operating costs, a reduced discount on the injected materials that form the initial miscible slug, and a cost allowance for the remaining pressure maintenance material that attempts to stabilize cash flow and, at the same time, provide for expenditure recovery.
