This article describes the search for recycling and composting options in a Vermont county after voters rejected a proposal to buy a bankrupt incinerator. Among the reasons for opposition were lack of confidence in the unit's pollution control equipment and the fact that it would not be able to operate at full capacity without importing waste from other areas.
