This research develops a management guide for assisting environmental managers in selecting the emissions trading alternatives of netting, offsets, and banking. The basis for this management guide was information collected from literature on Clean Air legislation and informal interviews with regulatory officials. The goal of this research was to provide environmental managers with a tool to select alternatives to current command and control regulations that may lower air pollution control costs in certain situations.
