Seven geologists, engineers, and emergency planners testified about the risks and preparations to deal with the possibility of large earthquakes, which can occur in the central and eastern part of the US as well as on the West Coast. The goal of the Earthquake Hazards Act of 1977 was to reduce the cost in human life and property damage. The witnesses reviewed progress in terms of improved building codes, community awareness, and emergency planning. A new issue was that of earthquake insurance and the capacity of financial institutions to cope with the magnitude of losses that are associated with a major earthquake.
