The first inning of Superfund. [Emergency planning following wreck of the Torrey Canyon]

The events leading to the establishment of the Superfund law and National Contingency Plan are described. The gigantic oil spill caused by the wreck of the Torrey Canyon tanker off the coasts of England and France was an ecological disaster of such magnitude that there was no technology or plan to cope with it. A team of six observers from the United States, after visiting the disaster area, were charged with reporting on the status of spill technology, design of vessels, available equipment and skilled manpower in the event of a similar accident which would threaten U.S. shores. The report resulted in the development and signing into law of the National Contingency Plan on November 13, 1968. (JMT)
