Recent observations by the Fly's Eye, Akeno, and Yakutsk Cosmic ray experiment have provided evidence for emission of neutral particles by Cygnus X-3 in the EHE regime ({ital E}{gt}10{sup 17} eV). Diffuse gamma rays may also compromise a substantial fraction of the cosmic ray flux above this energy regime if the cosmic ray accleration source for these particles is extragalactic and relatively nearby. At the present time, searches for gamma-ray components of the EHE cosmic ray flux is severely compromised by statistical limitations. A substantial improvement in detection area is needed to provide significant measurements. We describe the need for the High Resolution Fly's Eye; a proposed large collection area cosmic ray detector capabilities for measurment of diffuse and point sources of {gamma} rays. The deployment status of four prototype detection units is also described.
