Middle of the muddled 96th
Predictions that the 96th Congress would be even less decisive about energy policy than the previous three Congresses failed to anticipate the national and international events of 1979, when Iranian oil production was curtailed, standby gasoline rationing proposed, domestic oil prices decontrolled, Mid-East oil prices rose, the Three Mile Island nuclear reactor failed, and gasoline shortages occurred. Reaction to these events saw a press to establish energy priorities, with only the standby rationing plan approved as law. The windfall profits tax, an energy mobilization board, and a synthetic fuels program were still under dispute in Congress at the end of 1979. Legislative arguments for these and other energy-related actions and the status of current bills are reported. (DCK)
