Review of prospectus for Newstech Recycling Inc. 's de-inking plant
Newstech Recycling Inc. is proposing to establish western Canada's first newsprint de-inking facility in Coquitlam, B.C. The proposed plant is designed to use 140,000 air dry metric tonnes of old newspapers and magazines, from B.C. and other western provinces, to produce 122,500 metric tons of recycled fibre suitable as a replacement for virgin fiber, in the manufacture of newsprint. Newstech submitted a prospectus on April 26, 1990 which provided an overview of the project and addressed the potential environmental and socio-economic impacts of the project. The project was reviewed by government and the public, including various environmental groups. This report describes the project and its environmental and socio-economic impacts, the project review process, summarizes the public and government agency comments, and presents the decision of the major project steering committee review.
