This paper reports on the development and fielding of video recorder based surveillance systems, with associated high capacity scene storage capability, that have increased inspector visual review requirements. A clear need for decreasing inspector review participation while assuring no resulting degradation of technical and safeguards analyses has been demonstrated. A development utilizing a general purpose microcomputer based platform with video recorder control capabilities and analog to digital conversion of visual scene content is described. Such a system may be used to safeguard nuclear facilities.
